The Florida Gestational Surrogacy Act (Fla. Stat. §742.15) provides one of the most predictable legal structures for gestational surrogacy in the United States. Florida courts routinely recognize intended parents through a defined parentage process, both parties are required to retain independent legal counsel, and the state has been a leading jurisdiction for third-party reproduction for decades.

As our name suggests, Advocates for Surrogacy is your advocate for the entire process beginning to end. Advocating for our clients throughout this process is our passion. Our initial consultation period is designed to help you express your needs, understand the process, and understand our role as your surrogacy agency.
Your Project Manager
A surrogacy arrangement has many moving parts — the fertility clinic, surrogate matching, screening, legal process, insurance, medical process, facilitation during pregnancy, and financial management. You need an experienced project manager who can keep the train on the rails. Surrogacy doesn't follow a 9-to-5 schedule, and neither do we: you text, call, or email the founder directly, not a queue.
Attorney-Informed Oversight
Advocates for Surrogacy was founded and is led by an attorney with nearly two decades of experience in surrogacy and third-party reproduction, and a member of the American Bar Association Committee on Assisted Reproductive Technology. That background is what allows us to spot issues early, ask the right questions, coordinate the moving parts, and work effectively with reproductive-law attorneys in Florida and elsewhere. To be clear about what that is not: Advocates for Surrogacy does not act as legal counsel to its agency clients. You and your surrogate each retain your own independent reproductive-law attorneys, as Florida law requires and as sound ethics demand. What our background provides is informed oversight of the professionals working on your journey.
Your Risk Manager
Insurance is perhaps the single most important element of risk management in your surrogacy journey. We ensure that proper insurance is in place before beginning the medical process and work with the industry's leading insurance experts in evaluating all options. Once you enter into a contract with your surrogate, her funds are held by an independent escrow company — never by the agency — so there is full transparency for you and full protection for her.
Your Matchmaker
Matching with the right surrogate is crucial to a successful journey. Surrogate candidates are screened through interviews with our director, completion of extensive intake forms, assessment by licensed psychologists, and background checks. Making the right match is critical.
Your Guide to Fertility Clinics
If you do not have a preferred fertility clinic, we assist you in identifying and comparing various programs including guarantee programs, refund programs, and financial assistance programs so that you are matched with a clinic that meets your needs.
Your Case Manager
We continually facilitate the process throughout the pregnancy. Ongoing case management addresses day-to-day issues, ensures compliance, and provides intervention by legal or mental health staff as needed.

Although our home base is in Miami, we work with families throughout Florida and across the United States. Florida's concentration of nationally recognized fertility clinics — particularly in Miami, Tampa, Orlando, and Jacksonville — means most journeys can be coordinated within the state.

A typical surrogacy journey with Advocates for Surrogacy runs 16 to 24 months from consultation to birth, and every step of that process is managed by Candace personally.
